Traffic Safety and Road Use Bylaw
The purpose of this bylaw is to:
- (a) Regulate parking and control of vehicle traffic on any road or service lane managed or controlled by the Council;
- (b) Provide for the orderly droving and control of stock on roads in the District, with regard to the safety of road users and to minimise damage to, and avoid nuisance, on the roads.
Council is also proposing to insert new clauses to the bylaw to clarify responsibilities for stock underpasses and when a stock underpass is required (as opposed to a stock crossing permit). A policy will be developed alongside the Bylaw to detail the procedural requirements for stock underpasses.

Feedback closed on 20 March 2019.
The focus of pre-engagement is to gauge public support for the introduction of carparking restrictions, or stricter enforcement of current restrictions. However, Council welcomes feedback on any aspect of the current Traffic Safety and Road Use Bylaw. A link to the current bylaw is above.
There will be a further opportunity to provide feedback when the proposed bylaw is publically notified later this year.
