The information you have requested is below.
1. How did the Manawatu District Council obtain Mt Lees Reserve and what date.
• Ormond Wilson bequeathed the land and homestead that is currently known as Mt Lees Reserve, to the Department of Conservation in 1972.
• The land was acquired as Mt Lees Reserve for a public park by Gazette Notice in 1972 page 284, gazetted by the Minister of Lands.
• Mt Lees Reserve becomes classified as a reserve for scenic purposes in Gazette Notice 1981-page 2926, gazetted by the Commissioner of Crown Lands.
• The Reserve was then vested with the Feilding Borough Council by Gazette Notice in 1989 page 23, gazetted by J E Connell as the Regional Manager of Wanganui under delegations from the Minister of Conservation.
2. What are the conditions under the purchase of Mt Lees Reserve that were to be adhered to.
• Mt Lees Reserve was not purchased by Council. It was gazetted as a Scenic Reserve under the Reserves Act 1977.
• Conditions relating to the management and development of Mt Lees Reserve for public use are set out in the Reserves Act 1977 and the Mt Lees Reserve Management Plan. Reserve Management Plans are a legislative requirement under the Reserves Act that set the direction for the day-to-day management of reserves and establish clear directions for future management and development.

The document referring to intended projects was provided by the roading team in August 2023, as part of the 2024-34 early LTP engagement. This document is reproduced in part below.
For information, the non-reproduced part/s of the document comprise maps referenced under ‘areas covered’ only.
This document not only provided details for Himatangi Beach (highlighted), but also Rongotea, Rangiotu, and Colyton areas, as requested by the LTP engagement team at the time.
You will note that all projects listed were caveated with the statement highlighted (at the bottom of the original table in red, and reproduced here):
'All programmes are provisional and are subject to obtaining funding from both Council and Waka Kotahi. Projects are also beholden to changes in Central Government direction and expectation’
Speed management
Speed management activities were indicated, based on the 2022 Setting of Speed Limits Rule, and subject to further consultation processes. However, the application of speed limit/s are beholden to whatever legislation is in place at the time they are to be installed, and not when they are envisaged.
In this case, the legislation was fundamentally changed in early 2024 by the Hon Simeon Brown, Minister of Transport at that time. These changes now make the original programme/s null and void and can no longer be legally instigated.
In addition, all requests for speed management activities under the 2024-27 National Land Transport Funding application were declined by NZTA as a result of changing Central Government direction (after the latest NZ elections in late 2023).

Footpaths
All requests for footpaths under the 2024-27 National Land Transport Funding application were declined by NZTA as a result of changing Central Government direction (after the latest NZ elections in late 2023). As such, footpath projects listed in the 2024-27 Activity Management Plan were rescinded.

Renewals and capital works
Renewal and capital works projects - such as road reconstructions - are always provisional in nature and can only proceed if the cost of doing the work and subsequent, reduced maintenance of the new asset/s turns out to be lower than continuing to maintain the existing asset/s as they stand.
In addition, the change in Central Government in 2023 has laid expectations on Councils to reduce expenditure and focus on ‘core services’ to meet the ‘value for money’ objective in the latest Government Priority Statement on Land Transport (GPS).
As such, the aspirational programme of work attached - developed under direction from the previous Government’s GPS - will not attract funding as it no longer meets the amended criteria.

1. What training do your Animal Management Officers have to be an Animal Control Officer?
There are limited formal prerequisite training opportunities in New Zealand. However, under the Dog Control Act 1996, a territorial authority must be satisfied that any person warranted as a Dog Control Officer is competent to perform the duties and exercise the powers under that Act.
Competency is assessed during recruitment based on relevant experience and skills, including animal handling, regulatory compliance, enforcement, or similar field-based roles.
Following appointment, officers receive on-the-job training, in-house instruction, and external professional development. This includes training in dog control legislation and bylaws, animal handling, compliance and enforcement processes, health and safety, and customer interaction. External training (e.g. via the New Zealand Institute of Animal Management) may also be undertaken where appropriate.
2. What size is your dog pound?
The Manawatū District Council pound has capacity for up to 12 dogs at any one time.
3. How many Animal Management Officers do you have?
Manawatū District Council operates a shared Animal Control service with a neighbouring territorial authority, employing five full-time Animal Control Officers and a Manager.
4. Do you use volunteers in your pound?
No.
