The document has been redacted under section 7(2)(a) of the Local Government Official Information and Meetings Act, to protect the privacy of an individual. 

The property and valuation information you have requested (property address, unique property ID, capital value, land value, land area and rating category) is publicly available through the Council website - Rates Property Search | Manawatū District Council.  The valuation information is based on the 2022 revaluation, which is the operative valuation for the 2025/26 rating year.  These assessed amounts are made publicly available to support transparency of rating information. 

You have asked for a breakdown of the individual rating components that make up rates for each property (i.e. general rate, uniform annual general charge, water supply, wastewater, stormwater and the individual Horizons Regional Council rates).  Council does not hold this information in a property-level dataset or in the format requested, nor do we hold any Horizons Regional Council rating information.  Producing a per-property breakdown of each individual rating component would require creating new information, which Council is not obliged to do under the LGOIMA. 

The individual rating components adopted for the 2025/26 rating year are however publicly available in our Annual Plan - MDC-Annual-Plan-2025_Final-260625.pdf. 

You also requested the total rates paid to MDC and HRC, and the amounts paid by each individual rate. However, under section 30 of the Local Government (Rating) Act 2002, information relating to rates payments, instalment status, arrears and other account-specific details may only be released to the individual ratepayer or their authorised agent.  As releasing this information would be contrary to the Local Government (Rating) Act 2002, this part of your request is refused under section 17 (c)(i) of the LGOIMA.  
Again, MDC does not hold any HRC information. 

Manawatū District Council has made no payments to consultancy/advisory firms on behalf of mana whenua/Māori over that period. Accordingly, there is no information to provide in response to parts (a), (b) or (c) of your request.
