Waste Collectors Licensing
Under Part Five of the Solid Waste Bylaw 2019 (PDF file, 1020.1 KB), any Commercial Waste Operator, Resource Recovery Centre (RRC) Operator, or owner of a donated goods container(s) must obtain a licence from Manawatū District Council if they collect more than 20 tonnes of material within a 12-month period.
To find out if this licensing process applies to you, check both the definitions in the bylaw for Commercial Waste Operator, Resource Recovery Centre (RRC) Operator, or owner of a donated goods container(s), and have a read through Section 13.
Licensing, along with the required quarterly reporting, provides MDC with valuable data on the type and volume of waste being collected across the district. This information supports our obligations under the Waste Minimisation Act 2008 and plays a key role in shaping and reviewing our Waste Management and Minimisation Plan (WMMP) (PDF file, 3.4 MB).
You can choose a licence term of one to three years. To help with the transition to this new process, we’re waiving the licensing fee for the 2025/26 year of your selected licence period. The annual licensing fee is listed in our Fees and Charges.
