Public Attendance at Meetings

During the COVID-19 alert levels where it is not possible for Manawatū District Council to conduct its meetings at a publicly accessible physical location, Council and Committee meetings will be held remotely, with all participating members counting for the purpose of the meeting quorum in accordance with clause 25B of Schedule 7 to the Local Government Act 2002.

Members of the public are welcome to continue to attend meetings of the Council and its Committees as observers. Where the COVID-19 alert levels prevent large numbers of members of the public from physically attending, Council and Committee meetings will be recorded and the recording published on Council’s website in accordance with clause 47A of the Local Government Official Information and Meetings Act 1987. Note that public excluded sessions will not be recorded.

Speaking at Meetings

Where COVID-19 alert levels prevent physical attendance by members of the public, you can address Council via Zoom during the Public Forum session of the meeting.

If you would like to participate in the Council’s public forum at the beginning of Council meetings, please email us via at least a week prior to the meeting with:

  • Your name, and the name or your organisation if you are speaking on behalf of an organisation
  • Confirmation of the topic/s you wish to address

If this is not an option for you, you can provide a written speech to be read verbatim by a member at the meeting. This will need to be provided via email to

It is important to note that when the meetings are being held remotely, the rules surrounding public participation have not changed. This means that you will still have the opportunity to speak for up to five (5) minutes, with members accorded time to ask you questions.

You may present a presentation and/or provide supporting information to your speech. This information will be circulated to members prior to the meeting.
