Under the official information act could I please have the following information held by the Manawatu District Council in relation to:
• Leachate reports (Lowe Environmental) for the past 5 years from areas in and around 180 Ranfurly Road, Feilding (Old Landfill).
The closed landfill reports competed by Lowe Environmental contain historical data. Therefore the last two reports have been attached for your information. Leachate from the landfill is captured and pumped back into the sewer where it is treated. All monitoring results are in accordance with the associated discharge consent.
• Money spent by the Manawatu District Council at 180 Ranfurly Road, Feilding over the past 3 years and what this was spent on
Council has not spent any money on the subdivision at 180 Ranfurly Road. All ratepayer expenditure relating to the landfill has been related to 165 Ranfurly Road.
Proportional costs for reports and future improvements are covered by the development levies from the subdivision at 180 Ranfurly Road.
A summary of the expenditure at the Ranfurly Road Landfill over the previous three years is included below:

2019/20 financial $ 97,150
2018/19 financial $174,204
The main expenditure over the next two years will be related to landfill cap maintenance and monitoring. Any stormwater capacity improvements will come through development levies and will not be rate payer funded.
• Resource consent application and approved consent to discharge water into 180 Ranfurly Road, Feilding from a private subdivision, including all communication between the planners / council internal and external via email and any meeting minutes.
The stormwater consent relating to the Landfill consent has been attached for your information. Manawatu District Council is compliant with this consent.
Correspondence relating to the associated stormwater from the subdivision at 180 Ranfurly Road has been attached.
While Manawatu District Council look at the associated increase in stormwater from subdivisions we don't authorise the associated discharge. Horizons Regional Council regulate stormwater within the Manawatu District. Therefore any enquiries relating to stormwater discharges will need to be directed to Horizons.

• Proposed upgrade plans of stormwater within 180 Ranfurly Road and surrounding area
The Concept Design Report Feilding Closed Landfill Stormwater Assessment completed last year looks at the current stormwater system and provides an outline for future options. As a result of this interim assessment the following has been identified:
1. Stormwater bypass line upgraded where required to cope with a 10%AEP event.
2. Energy dissipating structure to mitigate scouring risk.
3. New detention pond(s)
The location of the detention pond and final design has not been finalised at this stage.
Based on the MH Longitudinal Section and contour lines the subdivision at 180 Ranfurly Road is within the same catchment. Regional Council plans actively discourage stormwater from one catchment being diverted into another catchment. Therefore retaining the stormwater in the same catchment is considered appropriate.
