1. Can the council confirm funding has been allocated to the ‘Settlers Day’ event?
The Kimbolton Community Committee made an application to the Manawatu District Council’s community Event Fund, seeking a contribution towards traffic management, PA system, and marketing.
The event was described as a range of old-style activities, a top town competition, a grand parade of cars and a children’s boat race that is free to the public.
2. If so, how much?
Council approved $1000 funding.
3. If so, why has the Council decided to support the event?
The application received satisfied the criteria of the Event Fund. Council looks favourably on applications that seek support for safety planning for events. In this case the Committee sought support towards the costs of a traffic management plan to ensure the physical safety of the public.
4. What other Waitangi Day events has the council allocated funding for?
No other applications were received from community organisations or Iwi for Waitangi Day commemorations in 2023. However, Council has provided $6000 (incl) GST towards the refurbishment of Te Hiri Marae near Halcombe, and the celebration of the refurbishment coincides with this upcoming Waitangi Day.
5. Has the council rejected any funding requests for Waitangi Day events from local iwi/marae? If so, please elaborate on the reasoning.

The Kimbolton Community Committee made an application to the Manawatū District Council’s community event fund, seeking a contribution towards traffic management, PA system, and marketing.
The event was described as a range of old-style activities, a top town competition, a grand parade of cars and a children’s boat race that is free to the public.
Council approved $1000 funding. The application did indicate that the event was to be held on the 6th of February.
As we understand, representatives from Ngāti Kauwhata and the Kimbolton Community Committee have met and have agreed a way forward together.

1. The phone call (or any other method of reporting used) made to MDC on 17/1/23 that initially reported the dog to animal control
Phone call received from a resident at an address in Feilding to advise the following LARGE DOG, POSSIBLY DOBBERMAN, DARK BROWN WITH BLACK SPOTS ON CHEST HAS ARRIVED AT THE PROPERTY.FRIENDLY DOG. CRYING, LOST. NO COLLAR.

Animal control officer (ACO) received a call from MDC re a roaming dog described as a Doberman by caller, arrived at Accolade Street at approx. 1215pm where the ACO witnessed the dog rushing at two cats, a German short haired pointer not Doberman as described, dog was not people aggressive but cat aggressive. Dog uplifted from Accolade St. Dog was scanned by chip scanner, but no scan picked up, ACO felt this was unusual due to type of dog and location, possibly faulty chip or scanner. Search of the area on databases showed two possible owners with same breed and roughly same age as impounded dog, Generic messages left on both owners answer phones as ACO could not be certain the impounded dog belonged to them. Was also possible that the dog came from further afield as numerous dogs of this breed recorded.
6. How and at what time the dog’s owner was identified and contacted
As in Q.5 two possible owners identified but not confirmed until following day

Call taken by Call Centre operator, Operator did not know what the call was in relation to or that it referred to an impounded dog. Caller just stated was returning a call from a “Gracie” and did not know what it was about. The call operator was new, and it appears that an email was not sent to follow up with the ACO. ACO was off duty as on night shift.
9. Any attempts to return the dog to the registered owner or visits to the dogs registered address
Dog not able to be positively identified as belonging to a specific owner, 18/01/2023 another ACO using a different scanner identified a chip on the dog and located the owners name on database, at this same time the owner called through and spoke with ACO
10. Details of the return of the dog to the registered owner on 18/1/23
Following a call at 1027hrs 18/01/2023 the ACO was able to arrange to reunite dog to owner at no cost to the owner.

The description for this consent is:
“To undertake a 4-lot rural subdivision which does not meet the subdivision entitlement rule and separation factor for potential houses, suitable building site and Land use consent for the separation distances between vehicle crossings at 28 Aranui Road, Kairanga, legally described as Lot 2 DP 85974.”
