There have been no interruptions to the Fluoridation at the Almadale treatment plant.
3) Fluoridation chemicals: List of the fluoridation chemicals used at each site (e.g. sodium fluoride powder/crystals, sodium silicofluoride/fluosilicate, hydroflufosilicic/fluosilicic acid), the supplier of these chemicals, and example copy of the material safety data sheet for the product. Any records held with respect to any supplied fluoridation chemicals to have exceeded specific impurity limits, as set out in the Water New Zealand Good Practice Guide for supply of fluoride for use in water treatment.

The Balanced Budget Calculation has been stipulated by Governor-General via the Local Government (Financial Reporting and Prudence) Regulations 2014 section 19. Also pursuant to subsection(1) of section 100 of the Local Government Act "A local authority must ensure that each year's projected operating revenues are set at a level sufficient to meet that year's projected operating expenses." Capital subsidies are part of the operating revenue however Vested Assets and Asset Revaluations are outside of Operating Revenues as per GAAP.

I refer to your official information request dated 23 March 2022, requesting the percentage increase of the rates between 2008 and 2021.
You have requested the rates increases from 2008-2021 which is 13yrs. Rates increases are included within the Annual plan and Long Term Plan documents on the Council website. The website contains information from 2021/22 back to 2012/13 financial year (10 years).
To go further back then that will require manual archive searches which is time consuming and would attract a charge. If you do wish for this information, then a quote for time can be provided.
Rates increases are result of budget adjustments for existing levels of service (the increasing costs of doing the same activity) combined with any changes to levels of services (new activities council has undertaken).
The increases outlined below reflect the increase in the rates requirement for Council from one year to the next, they are not necessarily the actual increase that each ratepayer will receive.
An individual rates invoice is dependent on:
- Capital value (and movements in value from one year to the next),
- Location, classification (Rural vs CBD)
- Number of connections to services (such as connections to a rural water scheme)
- Number of separately used or inhabited part of a rating unit (SUIP).
- Any rebates or remissions that have been applied (please see the website for further details on the available rates remissions and rebates
The rates increases for the years that are digitally available on the website are reflected in the table below.
This information is visible in the first couple of pages of the document in the Mayors introduction.

Thank you for your request for information regarding resource consents
Please find the answers highlighted below. If there is any more specific information you require please do not hesitate to contact me.
How long does the process typically take to complete a subdivision (from once the council lodges an application until the final clearance Sec 224(c) certification)? Typically councils have 20 working days to issue a consent. If the consent is complex then an extension of time can be applied under the Resource Management Act which allows further time for processing. To the stage of 224 certification this will vary depending on how long the developer takes to undertake the work and have the certification signed off. I cannot give a timeframe for this as it is dependant on the developer completing the work.
How many people at the council are involved in the approval process? A planning team of 3 Consent Planners and a newly appointed Planning technician are involved in the processing of Resource consents at Manawatu District Council, along with input from the Land development team and private Planning Consultants.
How many subdivision applications do you process at the council on an annual basis? From July 2020 to June 2021 a total of 150 subdivision consents were received and processed by Manawatu District Council
What is the most challenging part of the process for you? Consultation and mediation to reach agreement with the numerous parties involved so that all concerns are addressed and a happy median reached while meeting the requirements of the Operative District Plan and the Resource Management Act
How much does the council typically charge in total during the process (ballpark range is fine)? A typical Sub Division consent can range from $1000 to $3000 however this can vary a lot depending on the size and complexity of the consent. This cost would not include development contributions if they are applicable
