Q1. For the General Wards is the general roll for the parliamentary Rangitikei Electorate to be used to identify eligible voters in the Manawatu District?
The Electoral Commission provides the Council's Electoral Officer with the roll to be used for the 2022 Triennial Elections. The roll is based on all eligible voters within the Manawatū District that are enrolled on the parliamentary General electoral roll at the time that the roll closes for that election.
Q2. For the proposed Maori Ward is the roll for the Te Hauauru parliamentary Electorate to be used to identify eligible voters in the Manawatu District?

Q3. What is the number of eligible voters in the Manawatu District broken down into those eligible on the General Roll and those on the Maori roll?

Q4. Does the MDC have a Ratepayers roll for eligible non-residents voters?
A Ratepayer Elector roll is compiled for eligible non-resident voters for each election held. This is next scheduled to be compiled in May 2022.
Q5. How many General wards are proposed for the 2022 election?
The Council is currently undertaking a Representation Review, to decide how many General Wards will be proposed for the 2022 election. Community Engagement is currently underway seeking feedback from the community to help Council make this decision. The initial decision for this is scheduled for August 2021, with the final decision scheduled to be made in November 2021.
Q6. How are the areas covered by the specific Wards determined-
(a) Number of voters within an area.
(b) Specific area/region/postal code.
The Local Electoral Act 2001 (section 19) sets out the requirements for grouping any identified communities of interest into Wards for electoral purposes. This is done through the Representation Review that is currently underway.
Q7. How are the number of Councillors per ward going to be determined (including the proposed Maori Ward?
The Local Electoral Act 2001 (Schedule 1A) sets out the requirements for determining the number of Councillors per Ward, including that of a Māori Ward. This is done through the Representation Review that is currently underway.
Q8. How many Councillors positions will there be in the 2022 Council? The same as present or will there be any additional?
The number of Councillor positions will be determined through the Representation Review that is currently underway.
Q9. What are the eligibility requirements for a person to seek to stand in a Ward ego Residency, Nomination by Residents etc.
The eligibility requirements for standing for election are set out in Section 25 of the Local Electoral Act 2001. To be eligible a candidate must be enrolled as a parliamentary elector and be a New Zealand citizen (either by birth or naturalisation ceremony).
The criteria for being nominated as a candidate are set out in Section 55 of the Local Electoral Act 2001.

In response to your LGOIMA Request, please see the answers to your questions below.
1. Why Maori are not elected on merit like everyone else?
The change made to the Local Electoral Act provides for Māori representation in local government. The Government acknowledged the importance of having diversity around the council table and this change to the Act forms a part of the Government's commitment to working to honour Te Tiriti o Waitangi.
2. How much will this cost the ratepayers?
There is minimal cost to the ratepayers from the Council undertaking a Representation Review, and this is a process that must be undertaken at least once every six years. The budget set aside in the 10 Year Plan for undertaking a Representation Review is approximately $4,000.
3. How much consultation is already going on with Maori?
Several pieces of New Zealand legislation require Councils to engage with Māori and to involve Māori in decision-making processes. The Council has an ongoing commitment to engage well with Māori and places value on working in partnership with Māori when making decisions for the Manawatū district.
4. How much time and money will be used up for further consultation with Maori (plus time spent on Maori protocol)?
The requirements for working in partnership and engaging well with Māori are factored in at the planning stages in Council's work programmes, as are the resources expected to be needed for this. To provide a breakdown of this information would require a significant amount of officer time, for which an hourly rate of $44.00 for each subsequent half hour (after the first hour) or part thereof, as per the fees and charges would be payable. Please advise if you would be happy to pay for the supply of that information.

Under the official information act could I please have the following information held by the Manawatu District Council in relation to:
• Leachate reports (Lowe Environmental) for the past 5 years from areas in and around 180 Ranfurly Road, Feilding (Old Landfill).
The closed landfill reports competed by Lowe Environmental contain historical data. Therefore the last two reports have been attached for your information. Leachate from the landfill is captured and pumped back into the sewer where it is treated. All monitoring results are in accordance with the associated discharge consent.
• Money spent by the Manawatu District Council at 180 Ranfurly Road, Feilding over the past 3 years and what this was spent on
Council has not spent any money on the subdivision at 180 Ranfurly Road. All ratepayer expenditure relating to the landfill has been related to 165 Ranfurly Road.
Proportional costs for reports and future improvements are covered by the development levies from the subdivision at 180 Ranfurly Road.
A summary of the expenditure at the Ranfurly Road Landfill over the previous three years is included below:
2020/21 financial $ 32,245
2019/20 financial $ 97,150
2018/19 financial $174,204
The main expenditure over the next two years will be related to landfill cap maintenance and monitoring. Any stormwater capacity improvements will come through development levies and will not be rate payer funded.
• Resource consent application and approved consent to discharge water into 180 Ranfurly Road, Feilding from a private subdivision, including all communication between the planners / council internal and external via email and any meeting minutes.
The stormwater consent relating to the Landfill consent has been attached for your information. Manawatu District Council is compliant with this consent.
Correspondence relating to the associated stormwater from the subdivision at 180 Ranfurly Road has been attached.
While Manawatu District Council look at the associated increase in stormwater from subdivisions we don't authorise the associated discharge. Horizons Regional Council regulate stormwater within the Manawatu District. Therefore any enquiries relating to stormwater discharges will need to be directed to Horizons.
Communication in relation to the stormwater has been attached (see Email LGOIMA for details)
• Proposed upgrade plans of stormwater within 180 Ranfurly Road and surrounding area
The Concept Design Report Feilding Closed Landfill Stormwater Assessment completed last year looks at the current stormwater system and provides an outline for future options. As a result of this interim assessment the following has been identified:
1. Stormwater bypass line upgraded where required to cope with a 10%AEP event.
2. Energy dissipating structure to mitigate scouring risk.
3. New detention pond(s)
The location of the detention pond and final design has not been finalised at this stage.
Based on the MH Longitudinal Section and contour lines the subdivision at 180 Ranfurly Road is within the same catchment. Regional Council plans actively discourage stormwater from one catchment being diverted into another catchment. Therefore retaining the stormwater in the same catchment is considered appropriate.
