a) How many building owners or building occupiers were contacted following the issue of the "second" Earth-quake Prone Building Notice
The Building Compliance Officer was responsible for monitoring the display of the EQPB notices. This was mostly done by viewing the notices in the window from the street.
12 buildings were visited to assist with the display of the revised notices as indicated in the letter posted with the notices. Contact was made with the occupants of these buildings at the time.
b) The number of times that contact was made with each such building owner or building occupier
One building owner required 2 visits to ensure correct display of the EQPB notice.
Only one contact was required for the remaining persons in order to ensure the EQPB notices were displayed on the buildings.
c) How many received an Infringement Notice
Only one infringement has been issued in relation to failing to comply with section 133AP of the Building Act 2004.
d) The period between the first contact and the issue of the Infringement Notice.
The first contact was made on 28/8/2020 following the issue of the first EQPB notice. Revised EQPB notices were issued on 24 September 2020. These were posted to building owners.
The next contact was made on 29/1/2021 prior to the issue of infringement notice 99002619.

Requested information: Coastal areas of Council
Status: Complete
Date responded: 01/02/2021
Response:
- Has there been or is there at the present any extractive activities (sand, gravel, aggregate) within the common marine and coastal area?
Council holds no record of resource consents for extraction activities in coastal areas (being Himatangi Beach to Tangimoana). However, Horizons Regional Council would likely be the consent authority that would require resource consent for such activities in the coastal area. Please contact them at help@horizons.govt.nz for further information.
- Are there any stormwater or sewerage outlets discharging onto the common marine and coastal area? If there are, where are they located?
The Senior Technical Engineer advises:
We do not have any costal sewer or stormwater outlets.
Information is available from IntraMaps about MDC Infrastructure - https://www.mdc.govt.nz/Services/Planning/District-Plan/Online-Maps
In terms of clarification and further detail.
- There is small 50mm dia pipe that discharges into the dunes in Himitangi near Hunia Tce. This I do not consider coastal discharge as it would not reach the sea. It is also likely that this will be removed in the future. (Figure 1)
- Stormwater also naturally travels into the tributaries via open drains and the stormwater network. (Figure 2)
Figure 1 – PVC Pipe into the Dunes
Key - Sewer shown in red, stormwater in green
Figure 2 – Stormwater Connecting to (Kaikokopu) Stream
- Does the council hold any data/statistics/reports on recreational activities within the common marine and coastal area? For instance, the numbers of people who swim/picnic/surf/fish/etc.? If so, can these be made available.
- The Parks Team is not aware of any extractive activities within the coastal areas of the Manawatu District.
- The Parks Team is not aware of any stormwater or sewerage outlets that discharge into the common marine and coastal area.
- No, Council does not collect any data or numbers around recreation users within the marine coastal area.
Below is a link to the Manawatu District Council Coastal Reserves Management Plan which has all relevant information on recreational activities within the coastal estate. https://www.mdc.govt.nz/files/assets/public/pdfs/coastal-reserves-mngmnt-plan-v7.pdf
