Public Places Bylaw Review Adopted
Manawatū District Council has moved in favour to adopt the reviewed Public Places Bylaw. After public consultation, recommendations, edits and Council deliberation, the adoption marks the final step in the bylaw’s statutory review process for the next triennium.
In 2025, MDC’s Public Places Bylaw was due for statutory review. The public consultation period ran from 8am 28 July to 5pm 29 August 2025, engaging with key stakeholders, service providers, community groups, and Council Officers bringing information to local community events. Out of the consultation period, 15 submissions were received. All written and oral submissions were considered by Council at their meeting on 2 October, and although no suggestions have been enacted this review period, they’ve provided further context and insight for future deliberations. Slight adjustments have been made to the bylaw regarding terminology and inclusive language, improving clarity and consistency with updated legislation and national planning standards. This includes changing bylaw terminology to say ‘micromobility devices’ to consider a variety of e-scooters, e-bikes and segways, for example.
The Public Places Bylaw protects the public from nuisance, and protects, promotes and maintains public health and safety and minimises the potential for offensive behaviour in public places. MDC is proud to adopt the Public Places Bylaw, aligning with Council’s strategic priorities and striving to maintain a high standard of safety in our public places and facilities, now and into the future.
