Approved Service Contractor Application Process

  1. Application

    Contractors are to complete an application form and attach copies of the following documents:

    Water

    • Evidence of competence/summary of past works for water
    • Evidence of pressure testing, chlorination and disinfection for water
    • Medical clearance
    • Proposed staff and qualifications, relevant trainings e.g. Safe handling AC pipes; Confined space training; PE
    • Evidence of pipe welding, water main disinfection and pressure testing for pressure pipe

    Wastewater (Sewer)

    • Evidence of competence/summary of past works for wastewater
    • Evidence of pressure testing for wastewater
    • Medical clearance
    • Proposed staff and qualifications, relevant trainings e.g. Safe handling AC pipes; Confined space training; PE
    • Evidence of pressure testing
    • Evidence of trench work greater than 1.5m

    Stormwater

    • Evidence of competence/summary of past works for stormwater
    • Proposed staff and qualifications, relevant trainings e.g. Safe handling AC pipes; Confined space training; PE
    • Evidence of trench work greater than 1.5m
  2. Health and Safety

    Contractor will be required to be a Pre-Qualified Contractor. Application forms can be found here - www.mdc.govt.nz/about-council/council-contractors

  3. Meeting with Council to sign off agreement

    Within 10 working days of receiving the appropriate documentation, reviewed and approved. Should we require additional information or clarification, Council will request this formally. Once documentation meets our requirements, Council will arrange a meeting with the ASC's to ensure they understand their obligations and expectations of Council; Timeliness of starting and completing work, Hygiene practices, Engineering standards and bylaws.

  4. Trial Period

    Initial term for an ASC is three months upon where a review will be undertaken by Council. If the ASC has not installed a service connection, the review will delayed until after a service connection has been completed. The ASC will be evaluated on the services they have installed within the appropriate timeframe. The review will include customer and council feedback, timeliness of undertaking work, H&S and adherence to policies.

  5. Final Agreement

    Final agreement will be signed off only after the Council is satisfied that the Contractor has met all requirements.
