Our Network Engiener has replied as follows to your request for information.
"Please find attached a spreadsheet with the Nitrate-Nitrogen sampling results for all the sources of Council Water Supply in the Manawatu District for 2017 or 2018. We are unlikely to be able to provide historical water samples as our earlier recording does not provide this level of detail.
The sources are:

The number of complaints received about each of a failure to provide a dog with proper care and attention, proper and sufficient food and water, proper and sufficient shelter, or adequate exercise.
MDC does not have a category "Failing to provide a dog with proper care and attention, proper and sufficient food and water, proper and sufficient shelter, or adequate exercise". These types of complaints are recorded under the category of "Animal Welfare". Animal Control will deal with "day to day" issues regarding the welfare of a dog (basic food, water, shelter), however if the owner is found to be seriously neglecting his / her dog(s) then we will forward to the SPCA. Numbers of RFS's that were forwarded to the SPCA are provided below:

2. The number of each type of instance that are discovered by dog control officers (so are in addition to those identified by a complaint).
These figures are not recorded against "Animal Welfare" as the ACO would be attending the location under a separate Request for Service and if they happen to come across a minor issue, they will deal with it and note it in the RFS. If it is more serious then the ACO will contact the SPCA and hand the task over to them.
3. The number of prosecutions taken, or infringement notices issued for each type of instance.
MDC has not taken any prosecutions or issued any infringements for any animal welfare issues. If they are serious then the job is handed over to the SPCA.
4. If instances are dealt with by education, the nature of the educative process and the period and arrangements for monitoring to ensure compliance, and how many instances of each type were dealt with by education.
The education process would be conducted by the SPCA as they would be dealing with the errant owner.
5. If there is an arrangement to pass instances to the SPCA, Police or another agency for handling, how many instances of each type have been passed to each agency.
No arrangement exists to pass cases on to the SPCA or Police, it is a decision made by the ACO dealing with the complaint if they deem it serious enough.
6. How many instances of each type concerned owners already known as a consequence of previous similar failures.
MDC have not had any offenders that we have dealt with previously as we hand serious cases over to the SPCA.
7. On how many occasions has a dog control officer entered a property to provide a dog with food, water or shelter, or to seize a dog that was not provided with those things.
Occasionally an ACO may put water into a bucket or bowl if a dog they visit requires it however if the case is serious, the SPCA will be contacted to take over.
8. If a dog that was not being provided with food, water or shelter was seized, in how many instances of each type was the dog returned to the owner, or destroyed, or sold or otherwise disposed of.
No dogs have been seized due to Animal Welfare issues. These cases are handed over to the SPCA.

In response to your questions:
Will your Council be:
Cancelling all scheduled salary increases for all but frontline workers until the economy has recovered (i.e. when quarterly GDP has returned in real terms to the that of Q4-2019); and
No – Council is considering a proposal for a wage and salary freeze for all staff for 12 months
Reducing your salary by 20 percent for the next 12 months;
No – Council does not have the power to unilaterally reduce my salary. Any change must be voluntary. I would also note that Public Sector CE's have not done this (6 vs 12 months).
Reducing the Mayor/Chair and Councillors' salaries by the same;
No – as I'm sure you are aware, their salaries are set by the remuneration authority and gazetted in Parliament and we cannot change them.
Asking second-level managers (staff who report directly to you) to do the same.

I have received your request for information regarding noise complaints received by Manawatu District Council during a week long period of the lockdown compared to a standard week prior to lockdown commencing.
As noise complaints can fluctuate depending on the time of year etc I have given noise complaint stats for the period 23/03/2020 to 30/03/2020 and compared those to complaints received for the same period last year.
For the period 23/03/2020 to 30/03/2020 Manawatu District Council received 11 complaints of excessive noise. For a similar period last year (22/03/2019 to 29/03/2019) Manawatu District Council received 13 complaints of excessive noise.
Please note that due to the lockdown I am aware that some noise complaints were made directly to NZ Police over this period. Unfortunately we do not hold any stats for any complaints received by NZ Police.

The current Freedom Camping Bylaw 2014 is generally permissive in that people using self-contained vehicles are welcome to stay outside of the local authority areas listed in Schedule 1 (prohibited sites) and Schedule 2 (restricted sites). However, the only provision for non-self-contained freedom camping in the current bylaw is at camping grounds or approved camping areas.
The draft Freedom Camping Bylaw 2020 (as notified) identifies specific local authority areas as prohibited or restricted for freedom camping. Local Authority Areas described in draft Schedule 2 are restricted to self-contained vehicles only, whereas Local Authority Areas in draft Schedule 3 provide for some form of non-self-contained freedom camping (but are still subject to certain restrictions). People are allowed to freedom camp outside of scheduled areas if they are in a self-contained vehicle, that is, the draft Bylaw is permissive in that it has a default of self-contained freedom camping.

No – there is no reference to "Certified Self Contained Campers" in the Freedom Camping Bylaw 2014, or the draft Freedom Camping Bylaw 2020 (as notified).

Both the 2014 and the draft 2020 Freedom Camping Bylaws include general restrictions that freedom campers must comply with. Some sites also have additional specific restrictions (refer to the Schedules in the bylaws). However, there is no requirement for freedom campers to hold any form of accreditation.
Does Council formally, or informally, recognize the 'Accredited Responsible Campers' program Formally / Informally / Not at all.
No. However, the 2014 and the draft 2020 bylaws both contain a set of principles, which are intended to encourage responsible freedom camping in the District.
Does Council encourage and permit Tent camping Yes / No
The 2014 bylaw only allows for tenting at camping grounds and or approved camping areas. The draft 2020 Bylaw provides for tenting in local authority areas where there are existing facilities that support this type of freedom camping – refer to Schedule 3 sites in the draft bylaw on Council's "Have Your Say" page (https://www.mdc.govt.nz/Contact-Us/Have-Your-Say/Bylaw-and-Policy-Review-2020).
