Standalone Water Model Gets DIA Approval
Manawatū District Council (MDC) has received formal approval from the Department of Internal Affairs (DIA) for its proposed standalone, in-house model for delivering drinking water, wastewater, and stormwater services under the Local Water Done Well framework.
This decision represents a significant endorsement of MDC’s approach, particularly as many councils across the country have been expected to pursue multi-council delivery models. Manawatū District’s proposal, backed by strong community support, demonstrated that a locally led, independent model is both financially and operationally sustainable for the district.
Mayor Michael Ford says receiving DIA approval is a landmark moment for the district.
“This is a massive achievement for our community and our Council team,” Mayor Ford said. “We put forward a model that was different from the norm, because it was the right choice for Manawatū District. The Department’s approval gives us a clear vote of confidence that our financial modelling, governance structure, and long-term planning are robust and credible.”
More than 500 submissions were made during MDC’s consultation earlier this year, with an overwhelming majority supporting the standalone model and encouraging Council to “keep doing what you’re doing.” This strong public mandate formed a core part of the Council’s proposal to the DIA.
The DIA had the authority to reject any proposed delivery plan that did not demonstrate affordability, competency, risk management or compliance with New Zealand’s strengthened water quality and infrastructure regulations. Acceptance of MDC’s plan confirms that the Council has met all required standards.
Mayor Ford says the outcome is a win for both local decision-making and local ratepayers.
“Our community told us loud and clear they value retaining local control over how water services are delivered. DIA’s approval recognises that our local model is not only viable but is strong, resilient, and financially responsible.”
With approval now received, Manawatū District Council will move forward with implementing the in-house standalone business unit ahead of the national transition to the Local Water Done Well framework.
