Section 17(e) of the Local Government Official Information and Meetings Act describes the circumstances where information is not supplied, despite a request to do so. The reason we have not supplied the information you requested is because we have not been able to find any documentation containing the information requested.
We have searched through documents held by both the Manawatū District Council and Archives Central in Feilding and have not been able to locate a document that outlines any wishes of Ormond Wilson when gifting the land to the Crown. We believe the land was originally gifted to the Department of Lands and Survey, which is now Department of Conservation, who may hold information on the wishes of Ormond Wilson for the land.
We have however, located a brochure about Mt Lees Reserve that was written by Ormond Wilson. The brochure details the history of the land, his vision for the reserve, and his decision to gift the land to the Crown. This is available here - Mount Lees Reserve Brochure - Manawatu District Libraries
