Requested information: Environmental Vandalism Concerns - A request for Council to take proactive action to address ongoing boy racer activity and collaboration with other agencies.
Status: Complete
Response:
FLOW-263 Environmental Vandalism Concerns
I refer to your official information request dated 13/10/2026
The information you have requested is provided below
Q1 - What actions is Council currently taking to address the repeated skidding activity, tyre debris, and rubbish at this location?
Council responds, when informed of activities, to principally remove debris off the road for road safety.
Q2 - What preventative measures are available to discourage further incidents and reduce the risk to other road users?
This is a matter that is in contradiction of road rules and anti-social behaviour that NZ Police have powers to intervene on. Given these activities are occurring at random times, all parties tend to be reactive in any response. Prevention would be something for the Police to inform on.
Q3 - Could the installation of cameras or increased monitoring of the area be considered?
Yes, but this would involve an investment in terms of the infrastructure, and resources to house the cameras, monitor the cameras and also provide a monitoring service. Feilding Promotion and NZ Police are investigating a similar system at present so maybe discuss directly with them.
Q4 - Has Council collaborated with Police to develop an effective response to this ongoing activity?
No.
Q5 - Has environmental monitoring of potential contaminants entering the nearby awa been considered?
No. Hasn’t been raised as a compliance issue in terms of contaminants. Council would take instruction from Horizons Reginal Council if considered an environmental effect.
Q6 - How will any environmental monitoring findings be communicated transparently to the public and local hapū?
The responsible agency would need to consider this. Please note that Manawatu District Council, Kiwirail, and NZ Transport Agency all own a portion of this area.
Manawatū District Council may publish this response along with a summary of the request on our website. Requests and responses may be paraphrased.
