The information you have requested is below.
1. Renewing a dog registration for 1 year -
2. A LIM for a residential property - $334.00
3. Parking for 1 hour on the main street in town – There are no parking fees in Feilding
4. 1 litre of water from the tap (but happy to take a different measurement of water rates if that one isn't possible) -
Manawatu District Council does not charge for water on a unit basis, as the Infrastructure does not allow this to occur.
5. Returning a library book 1 week late -
Overdue Fines Returned Late - up to 1 week overdue $ 1.00
Per additional week overdue (billed at beginning of each week, up to a maximum of 5 weeks - $5) $ 1.00
Note: Overdue fines are no longer charged on junior or youth account
6. Dumping 1 tonne of waste in the landfill - Please separate green and other waste if they are different price -
1 tonne of General waste is $275.80 incl GST and 1 tonne of Greenwaste is $43.00 incl GST
(please note this is the cost to dispose at the Transfer Station, not the rate for our disposal to landfill)

The contact centre transaction 71764 relating to this flooding complaint included the following information recorded by the Building Control Officer:
21 JUL 2022 - 02:54p.m. - Lawrence Erihe
Visited 54 Willoughby Street, Halcombe in ref to CCR from ******.
No areas of flooding could be identified at the time of observation.
During the observation however I identified that the open drain along Levin Street and Ingham runs to the rear of the stated properties, had a large volume of water running through it from the neighbouring paddocks and runoff from Levin street.
Rung ****** at 1.41pm, with no reply, however left a message to confirm which property address was affected, as the only paddock area is 7 Levin Street, which is adjacent to Ingham Street open drain running adjacent to this property and is at the rear of properties.
I observed no open drain on the Willoughby Street access.

Water sump located in the vicinity and the assumption is that the current size cannot handle the volume of water that passes through it.
No further action from Building Service.
The matter has been referred to the Infrastructure Team for further investigation relating to the drains.

Part of the information you have requested is below. However, we have decided to refuse your request for information which relates to - How much the bags cost and How much the sand cost.
This information is being withheld under section 7 (2)(b)(ii) of the Local Government Official Information and Meetings Act, as it would be likely to unreasonably prejudice the commercial position of the companies who are the subjects of the information.
The answers to your remaining questions are below.
What company was used to purchase these items?
There were 4 companies used to source resources. Smart Pack Limited, Rangitikei Aggregates, Tim McColl Contracting Limited, Higgins Contractors Feilding.
Was there any consultancy involved in this process?
No public consultancy was involved.
Who made the overall decision to approve this activity?
Chief Executive of Manawatū District Council.
Does MDC have a team that maintains the drains around Feilding?
Higgins are contracted to maintain drains around Feilding.
If so how often do they maintain the drains?
The drains are being monitored weekly and maintained as and when required.
I'm going to need it all in detail and a breakdown of the costs where the money came out and what was free and what wasn't
All budget expenditure came from the Civil Defence Emergency Management budget or through the normal annual roading contract with Higgins Contractors. Those budgets are available in our Annual Plan https://www.mdc.govt.nz/documents/plans/annual-plan.
As above a detailed breakdown of costs by supplier is not available. All other information available has already been released through our media release https://www.mdc.govt.nz/news/2022/media-release-operation-sandbag on the 13th of July 2022.

1: How much in 000's does the council owe to lenders? Total debt owed to external agencies as at 30 June 2022 is $88.8M.
2: Who does the Council borrow money from and what interest rates does the council pay? Council uses the Local Government Funding Agency (LGFA) for long term borrowing, interest rates fluctuate, the average cost of borrowing for council as at 31 March 2022 was 2.43%. (The average has not yet been calculated as at 30 June 2022.)

3: Is the Council a shareholder in the LGIF and if so what dividends has the Council received from the LGIF? Yes Council is a shareholder of the Local Government Funding Agency (LGFA), For the year ended June 2021, the total LGFA dividend paid was $857,000 which is a dividend rate of 3.428% on the $25 million of equity. Manawatu has 100,000 shares and received $3,428 for the 2021 financial year. LGFA pays a dividend of 1.5% over its cost of funds. This is calculated each year but is at the discretion of the Directors (no information on dividends for the 2022 year yet)

I can confirm that there have been no incidents of excessive noise reported to Council including afterhours noise control officers in the past 6 months.
Only two reports of excessive noise have been received regarding this property, one in February 2019 and one in July 2017.
