Public Notice: DRAFT PLAN CHANGE A: RURAL AND FLOOD CHANNEL REVIEW

Pursuant to Clause 3 of the First Schedule of the Resource Management Act (1991), notice is hereby given of Draft Plan Change A: Rural and Flood Channel Review (Plan Change A) to the Operative Manawatū District Plan.

PUBLIC NOTICE UNDER CLAUSE 3 OF THE FIRST SCHEDULE OF THE RESOURCE MANAGEMENT ACT (1991)

DRAFT PLAN CHANGE A: RURAL AND FLOOD CHANNEL REVIEW

Pursuant to Clause 3 of the First Schedule of the Resource Management Act (1991), notice is hereby given of Draft Plan Change A: Rural and Flood Channel Review (Plan Change A) to the Operative Manawatū District Plan.

Intent of Plan Change A

Council has completed a review of the existing Rural Zones and Flood Channel Zones in the Manawatū District Plan.

Plan Change A includes the following amendments:

  • A new chapter for the General Rural Zone which would replace existing Rural Zones 1 and 2.  The General Rural Zone Chapter includes provisions for highly productive land, as directed by the National Policy Statement on Highly Productive Land.
  • Existing Flood Channel Zones 1 and 2 would be removed and replaced with three new Flood Hazard Overlays. A new Natural Hazards Chapter includes rules to manage activities within the flood hazard overlays. The rules are based on Hazard Sensitive Activities and Less Hazard Sensitive Activities. The Natural Hazards Chapter rules override the rules in the other zone chapters. In most cases the General Rural Zone replace deleted the Flood Channel Zones.
  • New subdivision rules are proposed for the General Rural Zone and Flood Hazard Overlay areas, including for highly productive land. The existing subdivision rules for the Rural and Flood Channel Zones would be removed.
  • A number of consequential or additional changes are required to the remaining sections of the District Plan to ensure the plan is readable and consistent with the new draft chapters listed above. This includes new definitions.
  • Removal of the nodal areas and corresponding rules from the District Plan.
  • Removal of provisions relating to indigenous biodiversity and significant natural areas to give effect to the direction in Horizons One Plan.
  • Updating air noise insulation requirements for houses based within the air noise contours for the Palmerston North Airport and Feilding Aerodrome. There is also a draft rule to prohibit new dwellings within the Air Noise Area of Feilding Aerodrome.
