Manawatū District Council Adopts Annual Plan 2025/26

Manawatū District Council has formally adopted its Annual Plan for the 2025/26 financial year on Thursday 19 June, following a robust planning process that prioritised delivering the basics in an affordable way.

The total rates increase for existing ratepayers is 5.99% - less than anticipated for year 2 of the Long-term Plan 2024-34.

Mayor Helen Worboys, noted that while any rate increase is carefully considered, this year’s adjustment reflects a combination of new central government levies, strategic initiatives, and a continued commitment to resilience.

“We recognise the pressure many households are under, and we are committed to making prudent, future-focused decisions. This plan ensures we can deliver essential services, meet new national requirements, and continue investing in the growth and resilience of our District,” said Worboys.

Key Drivers of the Rates Increase:

  • Government-imposed Water Services Levies: New national regulations have introduced levies to support water service reforms, now reflected in the annual budget.
  • Strategic Council Initiatives: Council has approved targeted investments aligned with community priorities and long-term outcomes.
  • Development and Financial Contributions Policy (DC Policy): Updates to the DC Policy in May 2025, resulted in the reclassification of some projects from growth to new levels of service funded by rates.
  • Resilience Reserve Funding Changes: the decision to not rate for the continued building of the resilience and insurance reserves for one year
